You need to head to Crimson Caravan first if I remember correctly.

Y'know how she suggests doing some work for the Crimson Caravan Company? Go do that, after a couple of jobs you should be offered the job to go get Cassidy to sell her caravan, after you convince her to sell, you can ask her to join you.
