Pre-war money and caps
Here's something which has bugged me about playing through fallout 3 & NV, why is there pre-war money and caps in most of the safes?

It just takes me out of things a little bit when I go into an abandoned building, open up a section of it which has been presumably shut since the war just to find caps & pre-war money in the safe there.

Is there any reason anyone can think of besides gameplay for having them? Granted it makes more sense in some safes, the ones people are still activly using.

Or random desks in pre-war ruins having guns, or ammo, or booze in them. I guess the booze sorta makes sense (someone's secret work stash), but guns and ammo in an office building leads to some disturbing images of pre-war culture. It's not even an uncommon thing, either.

One of many things I found ridiculous about Fallout 3. So, we're in a world where there is evidently no industry or manufacturing capability, despite being 200 years after the bombs. And yet, ammunition is all over the place. Where is it all coming from? You're telling me that, assuming that everybody had a gun and ammo in the pre war US and took them to work all the time, after 200 years places haven't been picked clean by all the people walking around with guns? Nonsense.

Hell, that's even ignoring that the ammo still works at all. Something like Metro would be a bit more believeable since they explained why it was still working, plus it was so rare it acted as the currency.
