What does Ignoring a faction actually do?
When attempting to take over New Vegas make it truely independent you have to work with Yes Man who will have you go around to the various factions and get an opinion on them. When you return to him you have the option to tell him to ignore that faction.

But what does ignoring a faction actually do? Does it mean that Yes Man will wipe them out? Does it mean that they will form an alliance with us? I want to destroy the Omertas and the White Glove Society, and form alliances with the Boomers, Kings, BoS, and several others.

Any help will be greatly appreciated!

I've rarely finished the main story, but from what I can recall, ignoring factions just means you won't work to help or hinder them in any way. Yes Man will just pretend they don't exist and let them go about their ways. Depending on how you play your cards on the Omerta quest, you can destroy them, same with the White Glove Society (find some old guy out in the streets and do his quest for them). Forming alliances with the Boomers is easy, just do their series of quests until the lady has risen, and tell them to bomb the piss out of both sides, etc. Hope this helps somewhat.

Also, there is no real way of forging an alliance between yourself and for instance the BoS in terms of rule over New Vegas( which is probably the most disappointing part of the Yes-Man Questline). Instead the Courier will always just rule over New Vegas on his own( with Yes Man).
The main reason for you to go to said groups is to gain potential allies for the battle/ the time during the battle/ the time shortly after or to wipe out potential long term opposition.

I am going through another playthrough. I've forgotten quite a bit about the game since a few years ago. Do the factions you ally for Yes Man only assist during the dam assault?

They'll assist you during the dam assault, then depending on how you handled them, go on their normal lives, or be better off after the dust clears. There is no continuing the game after the assault unfortuntely.

Only those that are actually able to aid you. Meaning the Great Khans, Boomers and BoS will help you(/the NCR as the GK and BoS have to be allied with them instead) if you do the required quests whereas the White Glove Society and the Omertas just strenghten your grip on the Strip( and don't interfere with the battle itself).
