Aspect Ratio Bug - Fullscreen not working

Just started up a new vanilla copy of the game. Picture settings are set to 16:9 and 1920x1080 res. windowed box is unchecked and the title screen and the game itself are stuck in a 4:3 box in the middle of my screen. It's about half the size of what my monitor could show. I can't change anything it's like the game is ignoring any changes I make in the aspect ratio or the rezzy. This is a completely vanilla game not touched at all except for maxing out the graphics on my rtx 3080. help.

got it. had to change the resolution on my graphics card to 1080. it was higher
