Honestly, I would contact Steam Support, get a ticket, and ask them about it - Careful about giving out the CD key to them though (Although, it shouldn't really be a problem).
You mean, so I understand, you bought it at a different web sight, and now your trying to get it to work on steam?? I got my copy on steam, was on sale, anyway moving on...
Steam can't help you, I went through this with SkyRim because I got a retail version and Steam rejected the CD-KEY. I got it from the store because I didn't know it was useing steam as a thrid party softwere until I install it. So I had to contact Bethsada, and get a working CD-KEY.
I showed them what they wanted to see, and got a working CD-KEY, So you need to contact Bethsada support, you do not have to jump through hoops like you would for Ubisoft. All you do is goto contact Bethsada support, and email them your problem. They are very helpfull, I never had a problem from Bethsada support team..
That is fine, but you still need to go to Bethsada support for the help on a working CD-KEY.
The retail version Of SkyRim had this real long typical numbers and alphabet mix, but STEAM uses a lessor prifx set. I told Bethsada about it, they wanted a photo copy showing the game box, recept, and exsisting CD-Key as proof. Once I sent that to them, they sent me a new CD-KEY to use instead, and that worked..
So Contact Bethsada support so they can get you going..

Gamers Gate sells Steam keys for it. Not CD keys.
"This item is not available in this country and purchase cancelled" - and THAT means Steam sees it's a key and valid, but can't activate in his country.
What country are you from, Dron? I ask because Fallout NV is tricky about people from the RU/CIS portion of the world. There is a NA version, and a RU/CIS Version. I'm thinking Gamersgate sold you a NA/ROW key, and you need a Russian one, if you are from that area.
Fallout 3 doesn't have this problem like New Vegas does, so you wouldn't have trouble with it
That is personally what I would do also. Bethesda doesn't care and Steam is huge and super busy still answering summer sale questions in addition to there normal already slow response time.
I do live in Russia, but never ran into this problem before. I tend to buy UK or US versions because I prefer them in original language, unless the game is originally Russian. So basically if I take a trip to UK or US and login in to my steam account there then I will be able to download that version of New Vegas?
As far as I'm aware, this is only Fallout New Vegas that does it, maybe one other game, but it escapes me if there is one.
As far as the going to another country to activate... I have no idea. But even if you ended up activating it, it may still just not be able to be played.
