Menu cursor speed is on acid
As the title says, my mouse sensitivity in menus is off the charts, in game it is fine. Moving the mouse 5mm moves the cursor the entire way across the screen, making menus impossible to interact with. I had the same problem in Skyrim but there was an option to change that in the INI files. I run at 8200 DPI for everything and the Gamebryo games (Morrowind - NV) are the only ones that I have always had to manually turn down my sensitivity just to be playable in menus. Before you post the:
fForegroundMouseAccelBase=0
fForegroundMouseAccelTop=0
fForegroundMouseBase=0
fForegroundMouseMult=0
fix, I have already tried it. Yes, it disables acceleration but, no it doesn't fix the speed problem.

Never mind, I fixed it.
Turns out changing
fForegroundMouseBase=0
fForegroundMouseMult=0
to
fForegroundMouseBase=0.1
fForegroundMouseMult=0.1
Fixed it, thanks bethsoft for and amazing(ly console optimised) game

Holy necro batman, but you change these in FalloutPrefs.INI and Fallout.INI in documents/mygames/falloutnv

Pretty sure you add those line in Fallout_default.ini in your game's directory, not in documents, and then change the values.

blames bethesda softworks in a game engine that obsidian modified, as the problem doesn't exist in fallout 3

I'm sure that 8 years ago when they posted, that answer would have fulfilled their lifelong questions about existence.
