How do I access the elevator-under-desk?

Also, how can I get a blue keycard? (everyone is gone and lem is a pile of flesh)

Google New Vegas vault 19 for the wiki page that has instructions on how to get to the desk from below. You have to go down to a lower level and find your way to below the desk and open it from there.

Blue and red pass cards are in the living quarters. Go to each room in the red and blue quarters. There will be one access point that is open to the living quarters. Follow it around and you will be able to get to all the rooms.

...but you need a card to get in the living quarters.
Also, there's no page on the internet for instructions about the elevator except that the door and the terminal is under the map...

If you just explore the whole vault, you will find the stairs that are under the desk and there is a button to open the hatch. Just past the recreation room you will find the access to the living quarters. Searching every room, look on the desks for the pass cards. There are at least 3 of each you can find

Going up leads nowhere, going to the sulphur caverns only lead me to the reactor thingamajing, where do I go now?

I'm trying to remember. There is more than one way out of the caves and I think one of them leads to a room that will have a door to an area of the vault where the stairs to under the desk are. To enter the living quarters you don't go into the caverns, search all desk tops you can find and there will be pass cards on a few of them.
