I can't run.

since i started the game i have not been able to run. i have tried swiching the run key and such but it has not worked. when i hit the run butten i go slower then walking. As a result im stuck on a quest that causes me to get blown up if i dont move fast enough.

Are you over-encumbered? That makes you only be able to walk. Holding shift makes you walk while letting go makes you run, and pressing the capslock reverses it. You may also have a crippled limb.

If you mean sprint, there is no sprint in thus game unless you get a mod.

There is no running in New Vegas. Holstering your weapon will speed you up, or try using the Travel Light perk.

Actually, the normal speed you move at when pressing W is running in NV. Pressing Caps lock is walking.

any tips for the boomer quest on how to get into the place

Boomers; Follow the railroad tracks to Nellis, not the road. As you get close and see the destroyed buildings stay to the left side of them near the hill. You will hear the missiles coming at you, zig zag as you run towards the fence. Once you reach the fence they will stop bombing you and you can walk over to the gate and talk to the Boomer guard who will let you in. You will probably get killed a couple of times before you make it to the fence. Make a save before you start up the railroad tracks.
