Fallout NV still has a lot of technical "crash" issues, but that seems to be about it. It doesn't suffer from nearly the amount of stuff FO3 had.
Still, both games need performance enhancing mods in order to run fluidly. I suggest looking at some guides and using the Nexus and its mod manager.

Both on console have incredibly long loading Times, So PC wins there, for me I played both on Xbox and PC and the graphical upgrade on PC, just vanilla Is an improvement.
Despite what^^^^ said about fallout 3 having issues on modern system, I never had a single problem on windows 7 and probably never would with any game, but that Is because I actually know how to change windows compatibility for older games to an older windows OS, which many people seem not to ever know about...
NV On the other hand, Is full of crashes and bugs, also when a save file becomes to big you will get stutters and slow downs, that need a restart to solve. A minor problem really.
This is vanilla of course, Some mods game sort some of these issues out.
As for gameplay, FO3 is my favorite, story wise and the sheer wonder of the wasteland. Maybe that is because of a nostalgic feeling of when I first set outsidr from the vault lol But I did enjoy getting lost in the world, apart from the endless metro system of DC...I enjoyed most of the landscape.
NV seems a bit more, "directed" as even the roads from goodsprings to the strip is a..."follow the yellow brick road to see the wizard"
Though after getting to the strip, I enjoy the power struggle and variety of choices. The faction system is very temprimantal, Which I enjoy, especially when I am trying to push in all directions..
overall I enjoy FO3 more, but NV has a lot more replayability.
I'm fairly certain I read somewhere New Vegas was developed primarily on an Xbox and ported to PS3 and PC after that.
EDIT: Here we go. it may be for 3, but if their main SDK was Xbox it's fair to assume that given the limited dev time Obsidian got for New Vegas they used it too:

Even know their target may have been to sale many copies on consoles, Like oblivion was also (because that is where the money is I guess)
It is safe to say that FO aswell as TES games are a primarilly PC orientated game, created on PC, we are even given the creation tools for these games.
I would argue that these games are Ports of console games.
To Port a PS3 game to PC is a mission anyway....
It does hold your hand to the strip, introduce you to the factions along the way, then Kind of leaves you with a ♥♥♥♥♥♥♥♥♥♥♥ what am I going to do after I gambled all my chips in the strip....
