You realize that Workshops are UNIVERSALLY looked down upon by anyone who actually does extensive moding for games like Skyrim, right? The subscribe system system is horrendous, with it's auto updates regularly breaking games, and saves, on top of always being a pain to install things properly in the first place? Workshops suck. They really do. For all the kids that don't know what they're doing and can't spell *ahem* sure, but if you're installing anything remotely advanced or sizeable, it's HORRENDOUS.
In regards to why they don't have them, are you insane? Steam doesn't give a ♥♥♥♥ about what's on there service and what people say about it. A Steam Workshop mod would probably have a higher likelyhood of "crashing the game altogether" than another properly installed mod. That's how suckish the system is.
