I don't like the play on hardcore so I don't know how much the crafting components weigh there, but both Hand Loader and Vigilant Recycler are excellent in the standard game. I'm always swimming in ammo with them, and some of the homemade ammo is excellent.
They nerfed some of the crafted ammos for whatever reason, but some of them are still good. The match ammos are just better versions of the normal ammos with no drawbacks whatsoever. Unless I'm facing something with unusually high DT for example, I always use 5.56 match.
Hand Loader helps you get rarer ammos out of the more common ones. For example, I've just been breaking down some 10mm to create .45. Casings are easy to get, and they are even free at a lot of vendors.
