I would say wait until your a little higher, have more points in various stats, you will get more out of it in the long run.
The Silent Running perk I find is generally useful if you plan to have any kind of a stealth approach in New Vegas, and getting those Sneak Attack Criticals, especially on the Robots on Old World Blues which don't mess around in opinion.
The Roboscorpions are the most painful enemy in there because of their massive HP (well, if we don't mention unique enemies anyway). Luckily you get the gear to beat them inside OWB. Won't hurt to bring a good rifle though!
I just prefer to level my character in the normal area (you can get very high stats just doing side quests and not nessesarily get too far along the main quest), then when I go into a dlc I have higher stats so can acess all the options and dialogs, while its not a major thing, I paid extra for the dlc so why not get everything I can out of it.

Lonesome Road is much harder. I also thought Honest Hearts was kind of rough for a melee/unarmed character if you go there very early.
Yep I can imagine lonesome road for a melee character is quite a challange indeed, not sure I would enjoy it, wiill stick to my sniper :p
