3rd person glitch

so i recently bought fallout new vegas ultimate edition on pc and as soon as i start playing i get a glitch that disables mekes me stuck in 3rd person and when im in a dialog it scrolls down an wont let me scroll up and sometimes the other way around (stuck in 1st person and can´t scroll down) i tried toi start a new game but it just doesn`t go away its annoying as ♥♥♥♥ because i can`t play the game properly so please someone tell me how to fix it

Two things to check first. 1. go to key mappings in the settings menu and make sure the F key is set as the change view key[1st to 3rd]. 2. Then in the bottom right corner of the key mappings screen, click "Devices" and make sure the mouse is set as your device for Fire [L], Aim [R] and scroll [mouse wheel]. Double check the key bindings for fire, aim and scrolling in mappings.
