A serious bug with Vault 21

I went to go to Vault 21 casino by entering The Gift Shop and walking down the stairs but when I got to the main Vault room (with the platform above) I went down the stairs and there was nothing at the bottom. There was no room and I could see the colour of beyond the walls, (basically when you TCL). Each time I jump into this colour it takes me back to the entrance of the gift shop.

Basically what I mean is that when I walk down the stairs there is nothing at the bottom. Can someone please tell me how to fix this? Also incase this helps I had the exact same bug with Skyrim a while ago.

Any help is appreciated.

sounds like the cell is not being loaded into memory, restarting your pc is a good way to fix this as it will clear your ram

I restarted my computer then I restarted steam (because I had that error where no games load) and it still didn't work. Thanks for the help though.

I think I figured out the bug. It turns out that before you get to the stairs there is supposed to be a door which leads you to another cell, which is called 2EOVault21, but for some reason the door isn't appearing but I think that somewhere near the door frame you should eventually find something saying "Close door To Vault 21".
