Nexus Mod Manager not downloading

I press download with manager on the nexus mods site, but it doesn't come up with the thing that says "do you want to allow this program to launch?", and it won't download anything. Is there a fix for this?

FYI; Some mods can't be downloaded and installed with NMM, they must be manually installed. With MOST mods though, you can use NMM but, don't click on the "download with NMM" on the mods main page. Click on the "Files" tab, pick which file[s] you want and then click download with NMM. Also, inorder to use NMM AT ALL, you must be logged into nexus or it won't work.
