-Vassago Rain was suggesting you use the community up-rated version of NVSE called xNVSE which you can get here https://github.com/xNVSE/NVSE/releases
That said, old NVSE would have been fine UNLESS you are using a mod that explicitly calls for xNVSE on its modpage.
-Modding FNV does not block achievements. Console use does block achievements, but only during that play session.
