If you impress Papa Khan, then murder him so you become the next khan of khans, yes.

You shoot him when he's in the outhouse. There, now you're the khan of khans. To become his heir, you have to kill a lot of NCR NPCs, and everybody at camp Forlorn hope.

To become Papa Khan's heir, you must first have completed We Are Legion (the Legion quest from Dead Sea in Nelson which requires you to kill all NCR officers at Camp Forlorn Hope - it is possible to complete this quest without losing any NCR fame by only doing stealth kills. Mister Sandman is helpful here). Then, complete Oh My Papa, and kill Papa Khan.
