You have to ask Nick how his business is going before you do the quest How Little We Know, the one where you have a choice to work with Cachino and kill the bosses of the Omertas or work with the bosses and give up Cachino and help arm them. I believe you have to side with Cachino and kill the bosses and destroy the weapons or it wouldn't make sense for the Omertas to start buying again. Once you've finished the quest with this option go back to nick and he should have a dialogue prompt to give you the Pimp Boy Three Billion.

TL:DR If you don't ask nick how business is going before doing How Little We Know and choose the wrong path, which is siding with the bosses, then you get locked out of the Pimp Boy Three Billion.
