Builds are irrelevant. Put your points into unarmed and melee and pick appropriate perks.
oh, ok. well im just gonna go..... *walks away slowly*
Not trying to be rude. That's the actual answer. Most of the attributes are dump stats and by level 50 you'll have nearly every skill maxed. So, put your attribute points into Strength and Intelligence, a little Agility and then put your skill points into Unarmed and Melee. Then fill in the rest however you want. Builds are irrelevant; the player is never required to specialize.

Maybe he was asking about which perks and items to take.

Unarmed AND melee or just unarmed? Melee is actually slightly better because 2-handed weapons have much better reach. and they took out the iron fist perks of FO3 for some reason.

you don't get a good unarmed weapon until like the paladin toaster behind Helios 1. unless you can get a mantis claw from Primm. probably can't until you are high level.

whereas well, you get a shovel in the tutorial. it works.

Stat wise High EN. Perk wise, Super Slam is the no-brainer. but you get a lot of mileage out of Rad Child for the HP regen, +2 per 200 rads.

I'm actually playing a unarmed + rifle playthrough right now.
I love melee so far. I got 3/4 special moves. Get the special moves ASAP. Most of them are bugged and you wont be able to get them if you do something.
Also, you should get Love and Hate pretty quick. It's awesome.

Sure, by the end of the game you have most stuff maxed out. However things are a lot trickier in the early part of the game. Stuff before you hit Novac, or level 10, or finding your first companion, somewhere in that range.

So if you treat everything as a dump stat the first time through the game it can become annoying in some ways. Save that stuff for later play throughs. First time through the game yuo want a mixture of skill types. Unarmed/melee is pretty hard to handle at times (but better than FO3) so you want to rely upon some other skills in the game as well: ie, sneak, explosives, etc.

A lot of useful perks require having a 6 in one or two stats (which can include implants). So I would suggest for a first time play, don't drop anything below a 5, and put those extra points into things that look somewhat useful for melee/unarmed. But there's not much point either in raising them too high. You will eventually be able to get some +1 implants but it'll probably be after level 10.

Good melee weapons are somewhat rare early on, and not a lot of them which makes repairing much more difficult (no one can repair for you until Mojave Outpost). So you may end up using that varmint rifle a lot in the early game.

the only reason to use the varmint rifle is if you give it a scope and a silencer. the 9mm pistol is just better. same damage, leagues better rate of fire. and ammo supply.

I generally use the GRA laser pistol with a damage mod. but thats totally outside your build ideal.
