They have no interest in farming technology that could feed the wasteland.
They have no interest in maintaining the HELIOS facility to supply the region with electricity. It's solely an interest based on rumors of a super weapon contained somewhere within.
They're not gonna feed the peasants, help the poor, defend the downtrodden, make their immense stores of medical knowledge open to all, cure common diseases that simply aren't a concern for the brotherhood, or even supply the natives with basic antidotes to radscorpion stings.
The brotherhood is not a nice faction. They have no interest in helping anyone but themselves, and don't want anyone who's not a member of the brotherhood to progress in any way, shape, or form.
A wastelander owning actual tech is simply unthinkable, as such things belong strictly in brotherhood hands. The one thing they're willing to do is accept a truce with the NCR on condition that they return every single piece of brotherhood tech, the looted power armor above all else.
