Only nude person in the game, or a bug?

When facing Jean Sky Diving I decided to check out some dead bodies of crimson caravan gaurds. One of them is a fully nude woman, and I have no mods that edit the body in any way either. Surprised if this isn't a bug because that is the first time I've seen nudity in a bethesda game before since like arena.

It is always like that as far as I know, I never thought of it as a bug, I always thought a Powder Ganger had his way... But if the corpse has no underwear on... Probably a bug.

I don't really think powder gangers have sex with dead bodies, but maybe kill them afterwards makes more sense. They kind of just seem like the average law hating gangsters to me.

Thats from a mod its FNV redesigned but i think theres an optional file too turn off adult content it adds in special meshes and textures for certain characters hence her nudity.
