Report a translation problem
This is my favorite game of all-time, by the way. I have almost 200 hours logged in on Steam alone (probably 100 more on PS3). I was super stable on Windows 8.1 but this upgrade has been a nightmare. I crashed 7 times last night alone.
Anyway, sorry to vent. Fingers crossed we can both get some suggestions and a guide gets posted at some point.

The one that worked for me was downloading and installing C++ redistribution Package.
Also try turning on Administration mode for steam, falloutnv.exe, and falloutlauncher.exe.
I'll try the c++ redistribution package. Which distributable do you download and how do you properly install it? I see packages from 2008 all the way through 2013. Not sure which one to grab and how to apply it...
Ok. I think I found it but after the download, when installing, I'm getting an error message saying that a newer version is already installed on my machine and that I must resolve this before installing the 2010 (x64) C++ redistributable.

*Note* I'm about as clueless as you are if you're asking me a question. I've only made this to help people and compile a list of other solutions.
Method 1:

If the above methods don't work for you, as it happened to me, get Dependency Walker and check what libraries (system and user) is you app using. In my case it was the core dll of Cygwin. (Thanks to Valeriu Ohan)

Method 6:
Visual C++ Redistributable for Visual Studio 2012 Update 4 which includes vcredist_arm.exe, vcredist_x86.exe and vcredist_x64.

Tip: if you have a 64 bit machine also try installing the 32bit(x86) version of visual studio. It helped me run nulldc (Thanks to Juan "TheGeekPlayer" Salazar)
Tip: If you have problem on Windows 8.1, try switching back to 8 and see if it works.
Thanks. (Not your fault) But the link to the redistribution package is dead. It's ok, because as I said above, I can't install even the one I found because Windows recognizes a newer version on my computer.
I don't know what to delete or even what C++ redistribution even does.
I should probably look for a more thorough guide before trying this I think. I'm way over my head here.

To be honest I am not completely sure what the C++ Redist does either, other than installing .dll files and helping other programs to perform their duties.
I know installing the DirectX and the C++ redist package worked for me.
I don't claim to be a comp wizard, I was simply sharing my solution, and thank you for understanding.
I hope you get everything sorted out and are able to play this great game soon.

This is such an old thread, but thank you for the response anyway. I'll certainly take a look the next time I try to play these games.
