Worst comes to worst, you'll only have to reinstall the game.
If you're interested in preserving the wasteland feel I suggest keeping the game as is (visually), but if you're interesting in making it look better :
- Clean deluxe (Removes clutter making the game look better and increases performance)
- Realistic wasteland lighting
- New Vegas Redesigned 2 (Revised)
- Nevada Skies Tweaks (And of course, the two mods required)
It does decrease performance. Some people don't like the looks. But ENBs are very customizable to look how you want, and often perform how you want.
Most of the compatibility issues aren't nearly as much of a factor with newer ENBs and mods. And despite popular fiction ENB has been updated several times over the years, including this year, to improve compatibility and functionality.
I do not recommend the ENB in the OP though - the issue with that is that it comes with its own weather mod that only has a single weather. It looks pretty, but it never changes. Even the clouds don't move since it's a static skybox texture.
