this game costs 500% less than fallout 4 so...
If it helps there are a few mods that play up the shooter aspect, Project Navada among others. This is not a traditional cRPG so playing it as a shooter is possible even if I don't think it is the best way to play it. It is somewhat difficult to actually nerf yourself unless you go out of your way to try and do so.
If you decide to take the gun approach to something, standing still and ironsighting will just get you killed. At least put a minefield in front of yourself if you're gonna do it.
Combat doesn't feature much into the game, however.
But like others above me said, your best bet is probably picking up Fallout 4 instead of this one if you're looking for a more FPS-like experience. It's more expensive, but I think you'd be happier with it than this one. Granted, I find this one is much better in terms of story and choice, but if that isn't as big of a deal to you, Fallout 4 is definitely the way to go here.

It's good that you had a link to the one epic conclusion fight, which can be won by your gathered allies and 100 speech/barter vs legion, and 100 science vs NCR. For instance, if you're siding with NCR, it's possible to have the enclave remnants, a squad of brotherhood paladins, extra NCR soldiers, veteran ranger honor guard, deprive Caesar of the great khans, and probably a bunch more I forgot to list. If you have really positive karma, you then have the option of challenging the final boss to fight you without his legion bodyguards, or you can tell him to go home with multiple level 100 skill checks.
So no, combat doesn't feature much into the game. Even during the epic final battle.
