Who can make a custom race on the GECK?

Race as is in Scottish, African, Native American or Faction such as the Legion, NCR, Khans?
Either way I would assume its the same as making a lot of NPCs, locating them to a specific part of the map and encoding them to act in a specific way.

Well, I was hoping someone can make a race out of the Werewolf Suit mod. http://www.nexusmods.com/newvegas/mods/46904/?
Just don't make any comments about lore wise things, I have my reasons. I just want a playable race of it.

Actually that would be wicked cool.
I am no coder, nor have I ever used the G.E.C.K. Sorry, mate.
I am sure there is a way to reskin your character to become a werewolf, maybe by replacing some files of a suit of armor with the werewolf's.

It's not a furry thing, it's a long story. It fits in with the lore and the FEV virus alright? So shhhhhhhhhhhhhhhhhhhh
