This is your steam Games Directory.
C:\Program Files (x86)\Steam\steamapps\common

The Fallout.exe (the .exe may be hidden) will be in
C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas
along with FalloutNVLauncher.exe (.exe may be hidden).

It is not a good idea to have games that allow mods to be installed in either of the Program Files folders. The security systems in place can interfere with any mods that are installed. For games like New Vegas, you should set up a separate Steam library outside of those folders and install the game there.

I have NVSE, NVAC, NVSR and the 4Gig plugins installed into the directory stated above (which is also instructed as to where to place NVSE) and the game runs perfectly fine and I have had very rare incidences of crashing since installing those plugins.

Just because you've been lucky doesn't mean there isn't a known problem. And the issue has nothing to do with crashes, the security system can prevent mods from running in the first place. And all those things you mention aren't mods, they're utilities.

On your library page in steam, right click on the game name in the list and click properties from the pop up that appears. Click the local files tab in the window that appears and left click browse local files. That will take you directly to the directory of the game.
