I mean in real life regular bear can be stopped with a single decent shot.
The mutated bears in Fallout are definitely pretty strong then.
That thing got quite the punch though even for high level
That's fair.
Next playthrough, I'd give some difficulty mods a shot along with some baseline mechanics improvements. It's a whole new experience.

Having friends that hunt I would completely agree with this analogy... also, as mentioned, this critter is a mid-tier enemy. they're more difficult to deal with at the low end of the skill/level range than after you get some experience levels and higher skill levels behind you.
