settings that should be known.
fallout.ini under General
fUpgradeTexturesDistance Possibly the distance at which textures begin to be displayed with upgraded detail.
I have it set to 1

I have it set to 20 million. (overboard I know)
super far textures look the same as close ones.

I did put GridsToLoad=7 and Block/tree LOD distances to 600,000

there's a lot more stuttering, but it is not unplayable. For whatever reason, if you reset the ini's and then put them back the way it was, it fixes some of the stuttering for a while.
CPU is i7 10700f
GUP is gtx 1660 super

It helps a lot if you play the game locked at 60 FPS you don't need Tick Fix at all..
just fixed refresh rate with vsyce off

You can't reset back your uGrids on the same save without breaking the save. It may not immediately be apparent, but your save is now broken. Increasing uGrids in general is bad.

It breaks scripting, quest triggers, AI packages, and more. Do not increase uGrids if you actually intend to try and play the game all the way through.

This is wrong. The Tick Fix doesn't just fix high FPS behavior, it fixes the mismatch between the game tickrate and the framerate. The game tickrate is 64Hz, as opposed to the normal 60FPS cap. That mismatch causes stutter and some other odditites. It also fixes DX9's sloppy memory behavior and should *always* be used in New Vegas.

Placebo. Outside of the uGrids range the game is using LODs. Those settings have no impact on LOD textures.

If you just want to maximize view distance/quality, here's basically what matters -

These settings should be changed in your falloutcustom.ini. You should be using MO2 and changing the ini files within MO2. Do not use another mod manager, and do manually change the actual ini files.

Grass distance. You will need JIP LN installed since it fixes the 3000 engine hard cap.

fGrassStartFadeDistance=14000

And these are the only other distance settings that make a significant visual impact -

[TerrainManager]
fBlockLoadDistance=300000.0000
fBlockLoadDistanceLow=125000.0000

Going higher doesn't hurt, but also doesn't do anything. Those values are the max that are visible.

After that, the single biggest distance improvement is generating your own LODs with all the various LOD enhancement packs added.

The game always uses LOD outside of your uGrids. Always. That's how the engine works.
