I actually I find it impossible to believe he has played 1000 hours and never had a crash. The vanilla unpatched game is famously unstable. If you had 100 hours without a single crash on the upatched version It would be unusual. 1000 hours without a single crash is frankly beyond belief.
I wouldn't say impossible - especially if you run for lower resolutions and don't visit a few of the vanilla areas that can crash or softlock the game.
Extremely, one in a million, crazy lottery winner struck-by-lightning while getting bitten by a shark unlikely, but not impossible :D

Yeah the texture packs go a long way to giving New Vegas a much needed facelift while still maintaining the artistic vision of the original release.
Project Nevada is a broken mess. It only has so many downloads by virtue of being so old and being on so many completely ♥♥♥♥♥♥♥♥ "top 10" lists. Don't use it. Seriously, I'm not being hyperobolic. It runs 20 or more scripts per frame that break easily and get baked into your save. It's not worth using.
If you want sprint, use Just Assorted Mods. There are replacements for most of the other functions as well that won't eventually brick your game. Seriously, don't use PN.

A lot of why people like Reiman dislike mods, or claim mods made their game less stable is that in the past they used totally ♥♥♥♥♥♥ overhaul mods like PN. Modding has come a long way in the last few years - avoid mods made more than 5 years ago (aside from pure texture/mesh replacers) like the plague.
Some of them do change the aesthetics tbh - NMC is a good example. There's a reason it's one of the texture packs that really needs a custom LOD. I only use it to fill in the gaps in other texture packs these days.
My personal recommendation for textures are, in overwrite order -
NMC -> Ojo (with the Nuka fix) -> MG's Neat Clutter -> Legacy Reborn -> Superpele -> Blackwolfs -> other single texture or smaller pack overwrites.

Serious note though, with the mod list you have, Vortex is fine, If you decide to start adding more mods, or more advanced mods like TTW, definitely consider MO2.
