My vats doesn't work :(
When i VATS, it starts aiming to all the body parts with low percent chance of hitting, i got a 16gb ram pc, intel core i7 and windows 11. Please help me, i really want to play this game without any problem.

What is the problem? That your VATS accuracy is low?

What do you think that have to do with your hardware specs?

Can you explain in a bit more detail what the problem is? When you start out with low gun skill your chances to hit things will also be on the low side. Targets far away or partly blocked by objects will also have low to zero odds of being hit.

There is perks that increase the chance to hit with vats as well.

It has something to do with drivers or something like that. I reinstalled NV with Tale of Two Wastelands earlier this year and have the same issue.

I just learned to play without VATS. Makes the game better, honestly. Except, of course, if you want to do unarmed, since all of the unarmed special attacks need VATS and they're all at 0% or 1% regardless of what you do.

More to the point, some minor googling leads me to believe that the workaround to this glitch is DXVK. Just download this and extract it into your New Vegas directory.

I suppose I should have been more specific, I mean Cross, Stomp and Uppercut, unarmed moves that can only be done in VATS.

No. my VATS just moves randomly

I already downloaded it, it just gives me more chance to hit, but the VATS is still moving randomly

If DXVK in the New Vegas directory isn't fixing the problem, I think your best advice is to adapt to a no-VATS run. Sorry I can't help any further.

The problem appears to be something related to either Intel hardware or drivers, I'm not entirely sure which. I assume you have the most recent drivers installed already, and don't have another computer to play on.

Like Mofuji said, you don't need VATS to play, and in some ways the game is better if you don't use it.
