Strange character animations glitch Please Help
So i started up a new game for the first time on my PC. The first thing I noticed was Doc Mitchell's head start spinning like a clock. Then when he moves to stand up from his chair his character model stays in the seated position while bobbing/floating over toward the vigor testing machine. Whenever any dialog is initiated it seems to fix the problem temporarily, but the character models will eventually freeze into place again and slide around like they're toys being played with by an invisible giant. This happens with every NPC model in the game but not the PC model. My buddy and I both bought the Ultimate edition today to play for the first time in years and started at the same time. My copy has this issue but his doesn't. I installed NVSE (this appears to be working correcttly), the Nexus Mod Manager, and some stability mods as suggested in other discussions but nothing so far has fixed the issue.

If YUP patch https://www.nexusmods.com/newvegas/mods/51664
and unofficial patch https://www.nexusmods.com/newvegas/mods/71239 dont help.

It reminds me of Skyrim when not using FNIS on new animation. Try mod new skelletal it also open up to more NPC modding in future https://www.nexusmods.com/newvegas/mods/68776

That same thing happened to me the first time I ran the game. I just uninstalled and reinstalled the game and it went back to normal.
I had this problem and solved it.
It's basically the game spazzing out and setting render distances negative values.
Go to Settings > Display and then check if the "Actor/Item/Object/etc Fade" bars and what number is next to them(in my case a few were somehow down to -7% and the bars were red lmao) and put them higher than 0% at least. Fixed the spinning heads and other ♥♥♥♥ right up for me
