There is a clinic near the Strip where you can get implants to raise your SPECIAL skills.
There are also some other locations, within the DLC, where you can modify abilities, as well as companions that give termporary bonuses.
Proabably because there is no workshop for this game. lol

It's a reference to a few posts we had a couple months ago by those complaining there wasn't a workshop for FONV.

yeah the STAT boosts are generally implant based. the ones from Usangi are ENdurance limited. the ones from Old world blues are not.
Stats are largely useless except for qualifying for perks and Perfectionists.
The stat boost bobbles were replaced with implants. the skill boost bobbles were probably deemed redundant and they just used books. which is 4 of each for 3 skill points each + 1 additional in Dead money and Old world blues and lonesome road, so 7 of each for 3 points each or 4 points with comprehension.
though with 50 levels just take educated if you need more skills.
Notice how your thread title gets cut off at the end in the forum index? You would have avoided that by using a shorter title and putting your actual question in the body text. The neat thing about this, is that it would have allowed people to hover the mouse over the thread and see a preview, but instead, the preview just has "steam is stupid".
Correct usage usually comes with some advantages. To rebel against it ends up hurting your message.
