You've answered your own question.

Bobble Heads have been replaced by Snow Globes, which don't give you any stat modifiers.
There is a clinic near the Strip where you can get implants to raise your SPECIAL skills.
There are also some other locations, within the DLC, where you can modify abilities, as well as companions that give termporary bonuses.

As if it benefits from having a workshop.

My point exactly.
It's a reference to a few posts we had a couple months ago by those complaining there wasn't a workshop for FONV.

Because I already posted everything I needed to in the subject header, and its programmed not to post unless you put something in the 2nd text input. So I put "steam is stupid"

Yeah probably a minimum text limit. but the correct usage is to write 'topic'

otherwise people will ask questions.

yeah the STAT boosts are generally implant based. the ones from Usangi are ENdurance limited. the ones from Old world blues are not.

Stats are largely useless except for qualifying for perks and Perfectionists.

The stat boost bobbles were replaced with implants. the skill boost bobbles were probably deemed redundant and they just used books. which is 4 of each for 3 skill points each + 1 additional in Dead money and Old world blues and lonesome road, so 7 of each for 3 points each or 4 points with comprehension.

though with 50 levels just take educated if you need more skills.

The correct usage is to find an appropriate title and ask your question in the body text.

The correct usage is not requiring more than one body of text for a single sentance.

You're changing the subject. The point is about usage (as in you, the user), not implementation.

Notice how your thread title gets cut off at the end in the forum index? You would have avoided that by using a shorter title and putting your actual question in the body text. The neat thing about this, is that it would have allowed people to hover the mouse over the thread and see a preview, but instead, the preview just has "steam is stupid".

Correct usage usually comes with some advantages. To rebel against it ends up hurting your message.
