Best plug ad play ENB?
Can anyone recommend a simple ENB that makes the game look better but that doesn't require a weather mod or INI tweaking etc?

Not an ENB, but it's easier to install, has less performance loss that an actual ENB, and doesn't come with the problems an ENB brings to the table.
If you want an overall better look, you could try new vegas reloaded. It adds some of the better enb effects without the unecessary ones. Big plus is you get to keep decent anti aliasing unlike enb's.

Ignore ENB and *just* use a weather and lighting mod.

You won't lose performance, won't have to disable IQ stuff like MSAA and AF, won't have transparency and emissive texture bugs, won't have to tweak lighting based on your monitor and color calibration, etc.

ENB for NV was never finished by Boris, and is still buggy and inefficient. ENB also generally works not by improving things, but by covering them up with various types of blurring. It simply isn't a complete piece of software, unlike ENB for Skyrim.

If you want color correction, use ReShade or nVidia's Freestyle.

NVR is also currently broken - you can no longer get the 1.3 version that was mostly playable, and current 3.4.1 is buggy as all heck. NVR4 is just about to go into beta, so that may change but as of now, ignore NVR.

Thanks I actually went with Desert natural weathers and it has been looking very clean along with some simple texture packs.
