Try add other items to your inventory with the command, does it work? E.g. try "player.additem 000CD53A 1" to get a Caravan Shotgun.
Have you enabled the console in the .ini file? When you hit the ` key to open the console in-game, the game will freeze and you'll see the window open to enter commands[fallout.fandom.com].
The Laser Detonator[fallout.fandom.com] is a DLC weapon, you must have the DLC installed and activated. On the FNV launcher, click data files and make sure Lonesome Road is activated.
Unrelated, but avoid the Xbox App versions of these games. I recommend just playing the normal Steam (best) version and installing the patches from Nexus, which are a requirement for a safe playthrough of these games anyway - you run the risk of losing your entire save otherwise.
Put it to game root folder.
In game open console and type: bat dothis.
