Great Khan Faction outfit works for the ones in the vault at least

The ones outside Vault 3 are aggressive by default, unless you get a mod.
Even making the Great Khan drug run quest they warn you that the ones outside are outside for a reason.

With enough Speech stat or when making the drug run you can get neutral status with the ones inside, until you kill one of them with a loud weapon.

You don't need a particular outfit for that, just skill and drugs.

You can actually sell drugs to Motor-Runner.

the thing with fiends is that there supposed to be insanely evil and the game doesnt want to give you a chance to be their friends. Did you have the quest to deliver drugs to them from the Khans? It could be you need it for the outfit to work. Or it could just be a bug, I don't really know which.
