New California

So I am currently with Jenn and Kira, doing an Enclave playthrough and I noticed that after a while, now being in Xiabula that neither Jenn or Kira say something about the situation and are not even "commandable" like companions are.
Kira is stuck saying "We need to get going. Lets find our lost Tribe and bring them home."
and Jenn keeps saying "What if more of these Raiders show up? We need to get out of here!"
Did I do something wrong? I played the game just like its supposed to be, helping the NCR and doing side missions.

But they are the same, no matter what Quest I am on. We went to Pinehaven and killed the Survivalists, then went to the bigger fella who told me to go to the city.
Should I just restart the game, because I dont have any saves because i was kinda dumb for assuming everything would go as planned

It might be wise to just restart. A lot of quests seem to have braking points if you don't do them right. If you're ever stuck then I suggest saving often and referring to Fandom
