Those lists are probably manipulated to always favor the "latest" releases because they are mostly meant to be advertisements for the latest product.

That and the people who actually played the old games are mostly long gone by this point. The vast majority of the current Fallout fanbase were born in the last 15 years and have only played the past couple of games.

I think it mainly won over F1 and F2 because way more people played F4. People wouldnt vote for F1 or F2 if they never played it.

Fallout 3 beats both Fallout 1 and 2 when it shouldn't. It's recency bias. Most people got into the franchise with FO3, even if it's one of the worst games in the franchise.

Same thing with Fallout 4.

I agree Fallout 2 > Fallout 4 buuut while fallout 4 does kind of suck plot-wise it is (in my opinion) tied with Fallout 76 as the best gameplay wise. the old fallouts are good but the gameplay is less popular and harder to get into, and fallout 1 especially shows its age. My honest personal ranking (more based on enjoyment than objective "goodness") is
New Vegas = Fallout 4 = Fallout 76 > Fallout 2 > Fallout 3 = Fallout 1
from just a story/Dialogue perspective its
New Vegas = Fallout 2 > Fallout > Fallout 3 = Fallout 4 = Fallout 76
Ranking Fallout 1/2 with the others honestly feels kind of impossible because they're vastly different games
