An 23.x.x version driver should fix the issue.
You could also use a mod called DXVK which will run the game in vulkan instead of Direct X9 but you need to run the game in windowed mode because it will lag in fullscreen. Using a mod called onetweak can remove the windowed borders, so it will be windowed borderless.
People on the AMD fourms have had success doing either fix.
