No. If you do the quest you find the bug you implant gets removed right away. You can even talk to Mr house about it, and he says his systems automatically remove any outside bugs like that.

Most useless quest in the game, could have been so much more. Just like the followers in general. Might as well have been Unmarked tbh.

It used to be a far more involved fetch quest, some terminals stil exists on the outskirts of Vegas that were required to be hacked. Why it was scrapped, no idea.

The Moon Comes Over The Tower is famously the most inconsequential quest in the game, as most of its game-affecting stages were cut.

It's funny how they cut so much of it was cut, probably for time, yet they didn't just cut the whole thing.

Maybe it's because they wanted to keep in Arcade being catty toward what's her face.

It changes nothing, Mr. House definitely doesn't get mad at you. In fact, you can tell him about it and he actually gives the green light to bug his system.
