Tale of Two Wastleands - combines FO3 and NV into one huge game, you need all the expansions for both but its the best thing in the world.

These mods are, if you ask me, A MUST, cause this is a older game and engine had its limitations back in the day, and now to utilize everything with modern hardware these are crucial.

And OP has Fallout as their last name so I am going to assume they like FO quite a bit, also TTW doesn't force them to play FO3, it combines both games, so if they're going to spend time modding NV and clearly enjoy FO... why not tell them about TTW?

im loving new vegas so far and i might just buy the whole franchise (when it goes on sale ofc) if every single one of these games have a similar quality.
used to hate the combat at first but once i got the hand of it it wasnt that hard

What does this have to do with literally anything at all?
The VNV Extended part isn't necessary but I'd recommend anyway as it does add a lot of subtle gameplay enhancements from Fallout 4, restores some cut content, and polishes visuals a smidge.
From there you'll probably want to enhance gunplay too since it's pretty garbage in the vanilla game.

I would not recommend modding graphics on a first time playthrough for two reasons. First, it kind of betrays the vanilla experience and it's hard to find mods that feel vanilla faithful. Second, it's a MASSIVE time consuming pain in the ass. No one ever bothers just putting all models and textures under one pack, so you'll end up downloading literal hundreds of mods trying to cover every part of the game's visuals. And then if you try to add modern lighting and shadows and such to the game you'll have to spend ages configuring that to work properly and not lag too since the game wasn't designed for it.

This graphics modlist is small, beginner friendly and very close to vanilla. The two texture packs at the top change the game's look significantly and you might want to be wary about using, but the rest is basically just UI / HUD enhancements and fixing some graphical oversights without full on remastering the game. Ignore the blood texture mod too, it just causes combat stutter.
