Investing in Guns early on always helps since you'll typically have a 9mm at that point. Sneaking around works too, since you only have to deal with 1-2 enemies at a time that way. Quick reflexes and VATS should make up for what you lack in accuracy and weapons skill.
Roam around the area more to level up maybe, or head south to the Mojave ranger outpost and Nipton. You can get a few easy quests there. Primm isn't going anywhere; you can just swing back afterward and clear it with a better weapon before moving on.
After Goodsprings, explore the area before Primm, there's Powder Gangers along the road to fight, Geckos and such. When you get into Primm talk to the townsfolk hold up in the small casino. You should already be idk level 5 or so when you get to Primm, with plenty of gear.
The game rewards exploring, like any good RPG. Explore, kill and loot.
Besides which -- the Powder Gangers in Primm are in little clumps, you should be able to pick the two in front of the Bison Steve off with your varmint rifle at range, sneak into the Sheriff's Office to grab the Cowboy Repeater there (and Duster if you want it), then over into the Vicki and Vance to get some backstory and shopping done. Even at low levels.
Then pick off the one on the coaster tracks past the Sheriff's House, sneak around to the other side of the casino and pick off the one or two on the coaster there and you can decide if you want to go into the Bison Steve via the front or back door. Back door (2nd floor can get you mobbed if your sneak is low, but usually you can deal with those gangers 2 or 3 at a time tops... and the XP and gear should get you in shape to go down to the first floor and pick off the main group in the cafeteria (especially if you take advantage of coming out of the stairs in that alcove and lay some traps -- they tend to rush you there. If you get a GRA plasma pistol, it can really help if things get close range (I don't know if Chet always has one but he seems to in my games -- and you can afford it and any mod he has usually).
Primm can get your heart rate up -- but it is very doable for your character where it should be at in my experience. Granted, I favor sniper characters -- so patient picking off of the enemies to work through it is my play style in Primm anyway.
