I very much agree. Either the NCR was going to grow to dominating the wasteland (and dare I say, taming it??) or was going to be taken down a notch (as the show hinted they still exist).
The second being a lot more likely since no one wants a civilized wasteland!
The answer is pretty obvious. This game was built on the older Oblivion engine and was not made by Bethesda so updating it would be a very bad move since it would lead to endless new development cycles fixing what they broke.
Also, almost all updates break at least some mods and sometimes almost all mods. This is a known and understood factor in mod development and all mod creators understand they will need to fix their mods after an update. Not sure if you are calling out the Fallout 4 update for this or just stating it, but wanted to make sure it was understood.
