(HELP) (TTW Begin again) In my first hour of point lookout I randomly got a -5 intelligence debuff.

I also got some other skill related debuffs. I can't remember what caused the debuff nor can I recreate it. Is this an issue with point lookout/TTW or an issue with my mods?
