You pick, but I would lean towards Wild Wasteland, only because since Todd and Bethesda love the wacky side of Fallout.
I do like Built to Destroy, because of the critical chance. I was going to say, if Todd were to use any weapons, I see him using holdout weapons easily, so a high luck would help him there. He would also need to be at least half way to sneak.
He would probably be interested in Guns, Energy Weapons, and Explosives, at a basic level, but how proficient would he really be at them?
Todd would be interested in reading all the skillbooks and magazines he could find. He dresses in Pre-War outfits. If he uses chems, they would be Wine, Mentats and Buffout.
Lucky, with good charisma and intelligence, smart but not too smart.
likable, but some people might see a face they just wanna punch.
I would dock a point in strength and and maybe endurance. And never raise his charisma or intelligence over 7 without buffs. Strength and endurance should never be over 5 without buffs.

But yeah, good charisma, intelligence, luck, and what post #2 said. I'm also dead set on the Small Frame trait.
I forgot Todd loves Power Armor, Veronica and Arcade are ideal companions. The Brotherhood of Steel is not a bad fit for him. He's more of a Scribe, but is intent on wearing that Power Armor. At the battle of Hoover Dam, he will need it.
Todd makes deal and truces for as many factions as he can, your discretion on the misfits and outlaws.
