Also, given how mothership Zeta has been around for centuries and abducting people, divergence couldn't be in the mid 20th century anyway. There's also that nonsense of Ubar that FO4 forced in, which means divergence is before human civilization.
So, Fallout has to be its own self contained universe, and not just a branch.
