I can't find loyal anywhere after "volare!"

i am trying to do the raul quest thing but i need to talk to loyal for it to trigger, but i can't find him anywhere
i tried using "player.moveto 000fed2" but it doesn't work

I believe there's a glitch where loyal will be stuck in another dimension, as the hanger he's in gets changed to a new cell after the quest to show them working on a new bomber and loyal will still be in the old cell that doesn't exist anymore. I think you can coc teleport into the old cell to find him, but you'd have to look to the id for that cell
