How to help Mortimer in Beyond the Beef?

I'm trying to get the White Gloves to join the Legion and apparently the only way to do that is to have the White Gloves eat human. I'd already accepted Pheeble Will not knowing it would mess with this quest, and I didn't have the Cannibal perk before Mortimer disappeared to prepare the meal.
But how do I actually help Mortimer, though? I've already become a member, and I'm in the Kitchen, but what do I do from there? I know I have to (somehow) get Ted into the Freezer but he keeps clipping out of the door, even if it's locked. If I get the chef into the Freezer I don't actually know how to turn him into a meal.
I know this quest is super broken but I do want to try it anyway. Any help (or any commands I can use to just get this over with?)

I did look at the wiki page but because I've accepted Pheeble Will I can't frame Heck for the murder. Would I just have to sneak Ted out of the restaurant and use Carlyle instead?
