Regarding endless loading screens, I mean, if it takes more than maybe 30 seconds to load, alt+tab and tell steam to shut it down. If that doesn't work, restart (alt+ctrl+del and go to the option to restart the PC). It usually works again after than.
As for compatibility, I use https://www.nvidia.com/en-us/geforce/geforce-experience/ and it knows what settings to set the game to.

Also, I just have to assume that you're modding, right? Are you using NMC? DO NOT use the large version. Those textures are so damn big they kill the memory of the game engine and crash everything right from the startup. Use the medium.

game came out in 2010. try monitor =60Hz and fps=60 instead of unlimited for both.

seriously, can't get task manager up, as if any game has that ability to interfere with it in a modern windows system, since W1 or even WfW era, where task isolation and hardware abstraction not even a concept yet. And on two recent builds back-to-back? what are the odds?

WTF, I did build my PC and its definitely not from scrap. The game use to work but doesn't all of a sudden. The only way I can play is if I use Xbox game pass on my phone. How about you try to help people instead of calling them hackers, you're toxic AF.
They're trolling you. Having said that, looking at your post history, you are getting a phenomenal amount of crashes / failures to start in a variety of games. Could be a hardware / driver issue. In the past... 14 years, I've had two games fail on me, Civilization: Beyond Earth, and Starfield. That's across two gaming rigs and multiple upgrades.
I don't see fallout exe.
Is fallout application the same as exe? I had about 10 minutes of gameplay on a old character and new when I set my graphics from ultra to high but still got the endless loading screen at some point. I have cloud on so I can go from desktop to laptop but I'll check my one drive when I get home.

What I meant was that the game doesn't work on Xbox's PC app or steam. I own it for both but no good and Xbox cloud streaming has only worked a few times. When I get stuck in a loading screen I can't alt tab or task manager it. I have to Ctrl Alt del to reset Everytime.
I'm starting to wonder if my graphics card is Fighting my integrated graphics. I have nvidia driver updater and amd adrenaline, both up to date. One of my friends suggested that my OS is on the wrong SSD.
