Why don't you tunr them on in the .ini?
The engine doesn't cast shadows for most objects. That's just the nature of it.
You do have a few options -
First, ambient occlusion actually does more than object shadows to make the lighting feel more realistic, especially in making objects look more "grounded". You can try forcing that via your driver control panel (I've never had luck with that personally) or you can use ENB or New Vegas Reloaded. NVR currently has some major drawbacks, so ENB is my recommendation for AO.
Second, ENB does have an option for sun shadows outside - they aren't perfect, but they do improve the look quite a bit and are my recommendation. NVR actually adds FULL dynamic shadow support, but the current version is glitchy as all heck. You can try it yourself and see if you can tolerate the glitches, or wait for the next version (slated for release this autumn) for a hopefully better experience.
Third option, if you get really ambitious - you can get the ReShade ray tracing plugin working. It's a pain in the neck to get working correctly, but at lower (1080p with a 1080Ti-class GPU, 1440p with a 3080-class GPU) resolutions with a powerful GPU you can get decent performance and path-traced global illumination.
I was just messing around with New Vegas Reloaded and I think I know what you mean by glitchy. Sad, because it was pretty easy to setup. I messed around with the ini file a bit, which made some things better, but some other things even worse. So I guess that's no good option as you said.
I had my troubles with ENB back in the day of Skyrim. I hope I manage to get it working with FNV now, since it's a total different PC.
