minimum requirement for running the game with 150+mods
in the market for a new pc. i want to run the game seamlessly with 150+mods what would be the minimum?

Everything from a potato to a monster rig, depending on what mods you want to use.

i want to run it with all the most demanding and essential mods, cars, player movements, retextures etc

Do not pick your machine based on a over-a-decade-old beater, pick it based on what you can afford. The better PC you buy today, the more lifespan you'll get out of it 5+ years from now, right? RAM you can always upgrade based on current prices, but a high-VRAM GPU is a significant outlay, way more than replacing the motherboard and CPU.

If you're asking does an Nvidia GPU get you more hassle-free modding usability than an AMD, your hardware is all abstracted, no user-level applications like a game has direct access to hardware; it sends a "draw this" command and OS talks to the driver who talks to the hardware. The 1980s were a long time ago. Go with what you want, and again, can afford to.

alright ive got all the money in the world so ill just get the 2k pc so im guranteed to have a good time thanks guys

This game engine is OOOOOLLLD you will only be able to make it look so good with mods before it starts to choke even on the best rig, this game requires a bit of work (cough viva new vegas cough) to even get running stable on modern hardware. Now you can improve the lighting and textures a lot just don't go overboard with 4k or 8k textures because the engine will choke, also definitely consider using reshade+lightning mods over ENB yeah it looks "the best" for screenshots but it's development is abandoned for FNV and has tons of visual bugs and incompatibilities that will never be fixed.

I'm on a pretty old entry level card (1050Ti, 4GB VRAM) though the rest of my system is modern (I'm waiting for Intel Battlemage or Nvidia blackwell RTX50XX series to upgrade) and it's able to run a decent amount of visual mods 374 mods, 176 are plugins, visual mods include 1 and 2k textures, high quality xLODGEN, lightning and effects at mostly 60fps though occasionally dips 52-54 while outside. pretty much any modern card is going to blow a 1050Ti out of the water, even a 4060 (not Ti or super) is 3 times faster with double the VRAM so i don't think you will need to splurge on a gpu.

You pc specs will not matter if you install broken crap mods. Be sure to follow Viva New Vegas before adding anything else.

My friend that custom made his PC over a year ago, was very insistent that 128gb of ram was the absolute minimum he could have.

But he's more into that blender game, than this one. He keeps complaining that he'll get more ram on the next one because this just isn't enough.

Anyway, as others have said, it really rather depends on what you plan to run. Plus these older games sometimes have odd issues with newer hardware, so even with great specs, it might have some bizarre issue.
